ANALISIS TATA KELOLA DAN KINERJA BLUD SAMISAKE DALAM MENDUKUNG UMKM DI KOTA BENGKULU
Abstract
This study aims to analyze the governance and performance of the Regional Public Service Agency of Samisake Revolving Fund (BLUD-SDB) in supporting the development of Micro, Small, and Medium Enterprises (MSMEs) in Bengkulu City. The Samisake Program is a pro-poor policy initiated by the Bengkulu City Government to expand access to capital for MSME actors and reduce poverty levels through a revolving fund scheme of IDR 1 billion per village. This research employs a qualitative method with a descriptive approach by analyzing regulations, institutional structures, as well as financial and performance reports of BLUD-SDB from 2013 to 2016. The findings reveal that the distributed funds increased from IDR 13.64 billion in 2013 to IDR 28 billion in 2016, covering a total of 9,294 beneficiaries, creating 11,587 new jobs, and establishing 8,322 new business units. However, several challenges were identified, including non-performing loans of IDR 4.96 billion (17.7%), limited human resource capacity, and inconsistencies in governance practices that deviate from the local regulations. Bureaucratic non-compliance and the absence of comprehensive derivative regulations have also weakened accountability and program effectiveness.
