SISTEM PENDUKUNG KEPUTUSAN PENENTUAN LOKASI PENGEMBANGAN UMKM POTENSIAL MENGGUNAKAN METODE MOORA
Abstract
This study addresses the challenge of determining optimal locations for the development of potential Micro, Small, and Medium Enterprises (MSMEs) in Labuhan Batu Regency, where subjective assessments and the absence of structured analytical tools often constrain decision-making. The objective of this research is to develop a Decision Support System (DSS) that provides objective and data-driven recommendations for MSME location prioritization. The study employs the Multi-Objective Optimization based on Ratio Analysis (MOORA) method to evaluate alternative locations based on five criteria: accessibility, infrastructure, market potential, population density, and economic activity. Quantitative data were processed through decision matrix construction, normalization, weighted normalization, and optimization value calculation. The results show that alternative A4 achieved the highest MOORA value (0.4938), indicating it as the most potential location for MSME development, followed by A2 and A1, while A3 and A5 obtained the lowest scores. These findings demonstrate that the MOORA-based DSS effectively ranks locations consistently and transparently. In conclusion, the proposed system supports policymakers in identifying strategic areas for MSME development and contributes to more effective regional economic planning.
